The complete list of England’s SEND Local Offer contacts.
Every English local authority is legally required (Children and Families Act 2014) to publish a “Local Offer” directory of SEND services for families. There has never been a single, complete, verified list of how to actually contact each one — until now. We manually verified all 152, replacing several dead or outdated addresses found in the previous most complete public list.
This list started from the excellent List of SEND Local Offer websites compiled by Peter Bates, part of his wider work on community directories and mapping. While using it to contact councils directly, we found several addresses had gone dead or changed (including Worcestershire, Hillingdon, Rochdale, Haringey, Wakefield, and Westminster), and around 35 councils were either missing entirely or listed only as “online form” with no direct route in. We tracked down a working contact for every single one.
A handful of these are the best available fallback (a general SEND or SENDIASS inbox rather than a dedicated directory team) where no purpose-built “Local Offer” address exists — these are still genuine, monitored inboxes, just not always the exact right department on the first try.
