The SEND landscape in Sheffield and South Yorkshire

Sheffield’s SEND service is currently under formal improvement measures. A joint Ofsted/CQC area SEND inspection in March 2025 found "widespread and/or systemic failings" in the Sheffield Local Area Partnership - the most serious of the three possible ratings - and an Improvement Notice was issued to Sheffield City Council in August 2025. Inspectors found that EHC plans were "systemically weak", that amended plans were not being completed and issued in a timely way, and that too many children with SEND experienced permanent exclusion with unacceptable breaks in their education afterwards.

For families, this means the issues you may be experiencing - vague or generic Section F provision, EHC plans not reflecting a child’s current needs, or long delays after an annual review - are consistent with what national inspectors have formally identified as systemic problems in Sheffield, not isolated incidents. Sheffield City Council is now required to submit a Priority Action Plan and is being monitored, with a follow-up inspection expected within around 18 months.

South Yorkshire includes Sheffield alongside the separate local authorities of Rotherham, Doncaster, and Barnsley, each running its own SEND process. SEND Tribunal appeals from the region are registered with the national First-tier Tribunal (Special Educational Needs and Disability); the great majority of hearings now take place remotely by video, with in-person hearings arranged at a venue within reasonable travelling distance where needed.
