The SEND landscape in Liverpool and Merseyside
Liverpool’s SEND service has a documented history of scrutiny. A 2019 Ofsted/CQC area SEND inspection identified significant weaknesses, leading to a formal Written Statement of Action. A 2022 revisit found the local area had made "sufficient progress" in addressing those weaknesses, crediting new leadership for improving how EHC needs assessments are completed on time - while noting that further work was still needed to make sure plans are consistently high quality.
